Reaction: The first time Ive got interested about A Walk to Remember is when Im in my third year of high school. I always read stories in wattpad and the author always mention it. They said that it was a great movie which inspired them to write their own stories. That time I didnt know it was a novel because they always mentioned it as a movie. I got a chance to watch it during my senior high, indeed it was great. Now, I needed to critic its book. At first, I didnt want to read it because I already know the flow of the story. Its about two young boys who get involved in the killing of a police officer. Derek Bentley, 19, and Christopher Craig, 16, never thought they would get to a point where one of them had to kill someone when breaking and entering into a warehouse. The director, Peter Medak made the film because he wanted the audience to feel sympathy for Derek Bentley, who was executed for a crime he didnt commit. Whereas Craig, the young gangster who brutally murdered police officer, PC Miles, got only 10 years in prison because of being underage. The director showed us about Dereks early life by making the young boy look defenceless and innocent during the blitz. First came the flashbacks when London was under attack, where Derek was buried under a pile of debris. The mood was frantic, everyone was trying to help him and it was all chaotic. This childhood is completely different to Craigs one. Craig was a big troublemaker; he had a very rough childhood compared to Dereks. The director showed these two scenes about both Derek and Christopher because, he wanted the audience to know what kind of backgrounds these boys came from. He wanted us to judge Derek and Christophers past up to what they have become now. Derek came from a loving family who cared and stood by him. Examples where love and support is shown in Dereks family is when he had nice long chats with his sister, Iris, in his bedroom, when she encouraged him to give up smoking, this shows that she really cares for her brother and wants him to be happy and healthy. Another example is when his father tries to get a job for his son. What made Dereks parents happy was when his sister took him out for the first time into town. The director also shows the whole family having a Sunday evening together chilling out and relaxing in the living room. Whereas Craigs family is not shown in the film to represent they dont spend time with each other, except for his brother Niven who got into trouble mostly all the time, he served 12 years in prison for armed robbery at Waltham Abbey. Dereks lack of confidence is shown wherever he is. For example, when he and his sister were out in town, they entered a record shop, and the woman behind the counter started flirting with him. He didnt know what to say and stuttered because he was so nervous. Other times too, like in the courtroom his head was down because he was too nervous to look at people, even his own family. This behaviour is totally different looking at how Craig acts. Whenever hes with his friends, he feels as if hes the leader of the gang and takes control of everything. His confidence got him into trouble sometimes, always taking risks, like in the early days at school, when he used to swap guns with classmates. He was always trying to show them off, and one reason for this, is because his classmates used to take the mickey out of him for having dyslexia. Hes the cocky and cheeky type, this shows that Craig has to act like this to make others aware that he is not scared easily and can stand up for himself. In the courtroom, Derek shaked and nearly had a fit when he spoke but Craig had his chin up and spoke clearly, with cocky confidence and arrogance to the judge. Derek admires and looks up to Craig because he finds everything great in Craigs lifestyle. Examples are friends, money, women, cars Craig makes it look easy about having a girlfriend, loads of friends, having a lot of money and possessing a nice car. Derek wants Craigs life because he thinks its exciting and fun. The night when they decided to rob the warehouse was actually the night of the shooting. They both climbed over the gate, first Craig then Derek. At that precise moment, a little girl sees them and the police are alerted. When the police arrive, Dereks behaviour changes. He thinks about what his family will make of him - My dad is going to kill me he starts to panic and wants to own up but Craig holds him back. Craig is acting jumpy as well but tries to stay calm. He tries to play it tough, and making it like hes not scared and in control. He says things that he thinks are daring to the police officer, like-Come and get me if you want! During the trial, Derek is shown to be vulnerable and naà ¯Ã‚ ¿Ã‚ ½ve. When he answers questions he looks down and shakes a lot. During that time the camera does a close up of him looking nervous, because when the judge asked him a question, he was nervous about his answer. Derek tells his story with hesitation, however Craig just tells it without even thinking. When the judge told him about the amount of guns he carried from the age of 11 to 16 and then went on to ask if he carried them with him altogether, Craig seemed to find that amusing and answered mockingly Of course not Sir, I carried a few at a time The director shows people in authority in a bad light in the film- to make us think that theyve done wrong, and punished an innocent person. For example, the people who put Derek in approved school, they seem like they cant be bothered with Derek, they dont think hes smart, and want nothing to do with him. Also, he shows that the army medical officer, doesnt want an unhealthy person like Derek to fight with a weakness, in this case- Dereks fits. The policeman on the roof was much the same, he could clearly see that Derek did nothing, possessed no gun, and killed no one, but he assumed that his fatal words - Let him have it Chris directly meant - Shoot him. However, any person who thinks logically will know that Dereks innocent words actually meant- Let him have the gun, Chris. The judge, jury and lawyer also mistake those clear unoffending words for something they think are guilty, which makes Dereks chances of not being executed very low. In the last part of the film, the build-up to the hanging is very emotional and stressful for everyone. The director tries to break our hearts, showing us the state of the family, people who support Derek; he does a close-up of the clock to indicate how much time Derek has before his brutal death. The music is very slow and gentle, so it can match the speed of the pre-execution. At around 9am, hes in his cell, saying his final prayers with a Priest. The actual hanging itself, happened so suddenly, you didnt have time to think about what was going on. Derek was shaking as the police officer gave him his drink to calm him down, then being taken away to his death place. When he was being executed, the speed changed very quickly as did the music, it went along with the speed- very fast. Understanding Effects Of Ethnicity In Afghan Culture Essay Ethnic differences prevalent in Afghanistan have had a great impact on peoples’ personal lives especially during interpersonal communication. As an Afghan citizen, belonging to the Pashtan ethnic group, born and raised in a multicultural society, I had to master the art of effective communication at an early age. Here in this paper, I will explain how my life has been impacted by ethnic differences in Afghanistan especially during interpersonal communication. I will explain how I communicate with my friends from my ethnic group, from other ethnic groups as well as foreigners living in Afghanistan. My paternal grandfather, a Push tan was a governor in Central Afghanistan while my maternal grandfather, a Tajik, was the Interior Minister and finance minister and my father was the Mayor of Herat City, in the west of Afghanistan. Afghanistan is situated in South-western Asia. It borders Iran, Pakistan and several other countries in Central Asia. The â€Å"Islamic State of Afghanistan† is Afghanistan’s official name. Kabul is the capital and the other two major cities in Afghanistan are Herat and Kandahar. More than three quarters of Afghanistan’s population inhabits rural areas. The literacy level in Afghanistan is very low and it is among the world’s countries with small economies(Hussain 34-35). My ethnic group, Pushtun, is the major ethnic group in Afghanistan accounting for almost a half the population (42%). Tajiks account for 27% Hazaras 9% Uzbel 9% Aimak 4% Turkmen 3% while the other ethnic groups account for 4% of the population. As a result of the diverse ethnic groups, Afghanistan has been adopting various language policies in a bid to foster national unity. For instance, in 1992, the communist regime fell due to constant fighting which arose as a result of issues such as language policy. Linguistic differences made various factions fight each other. Consequently, between the year 1992 and 1996, Afghanistan’s national anthem was changed from Pashto language to the Dari(Hussain 40-44) The 2003 Draft Constitution in Afghanistan saw the Pashto and Dari languages become the official languages during the Draft Constitution’s amendments of Afghanistan’s language policy. The constitution made provisions guaranteeing all languages as equal. In today’s world, most countries strive to preserve its people’s culture as well as the language. Afghanistan has adopted the Assimilation Language Policy, which is aimed at fostering national unit by having a single national language. Pashtu is the national language of Afghanistan(Hussain 35-39) In Afghanistan, bilingualism is very common. Most people, especially literates can write and speak in at least two ethnic languages. As a child, I acquired two ethnic languages. By the time I went for my primary education, I could speak a few Dari words and phrases in addition to my mother tongue, Pushtan. When I joined school, I learned the Dari language which is taught because it is the national language. When people become competent in two or more languages, they tend to use both languages in interpersonal communications. This results in switching between codes and mixing phrases from two different ethnic languages. Code switching is the use of words or phrases from two distinct languages or dialects in interpersonal communication. Code mixing entails the use of various words or phrases. When participants code-mix, they learn to relate what is altered by the speaker during a speech activity with the intended meaning as well as learning to compare what is spoken with what they know(Wood 67). In Afghanistan, people may code switch consciously or unconsciously. When a person code switches unconsciously, it is because s/he has gained competence in the two languages. Thus, one will switch between the languages and may not intent any communicative effect on the listeners, although the listeners may achieve an effect depending on how the speaker switches or mixes phrases. Conscious switching or mixing between different languages entails the speaker’s conscious effort. The speaker decides where to put a certain word or phrase with the aim of achieving a certain communication effect (Julia 30). Whenever I am with my Pushtan friends, we at times switch between the Pushtan language and the Dari language. At times, we do this unconsciously without putting into consideration the communication effect it will have to our listeners. Competence in both languages enables us to know where, when and how to mix the codes and switch between the two languages effectively. After all, we have spoken and written in these languages since childhood. In Afghanistan, people switch between languages for a number of varied reasons. For instance, whenever I am with my Pushtan friends and a band of people from say Dari whom we may detest and look down upon joins our band, we will code switch and code mix intentionally. We do this in a bid to make them feel unwanted. Occasionally, some of us will mix some Pashtun words with the Dari language. Infact, a great percentage of the words and phrases used in the speech may constitute Pashtun words. Normally, during most interpersonal communications, everyone wants to participate and this entails understanding what the other participants say so as to respond effectively. Since we withhold certain information from them by code switching, this makes the Dari speakers not participate in the speech act. Consequently, some of them may opt to leave the band while the stubborn ones may remain behind. Nothing irritates like people breaking into laughter and you are left wondering what amused them. One can even be made to think that he is the subject of mockery. Thus we may code switch so as to eliminate those we don’t want in our band (Jacobson 54) Our group may also code switch so as to make other groups of people feel appreciated. For instance, whenever we are with our friends from other ethnic groups, some of my friends who have mastered a few phrases and words from the languages will mix them with the Dari language. This makes them feel accommodated in our band. They feel that we appreciate their languages which are deemed to be inferior simply because they are not the official or national languages in Afghanistan. During interpersonal communication, everyone wants to be a part of the speech event. Consequently, our friends will feel motivated to participate because we acknowledge their presence. In addition, whenever I am with my Pushtan friends and we encounter Dari speakers who are not competent in Pushtan, we choose to use the Dari language in a bid to accommodate them. During a speech event, people tend to accommodate the other speakers. This is very crucial for effective communication. Imagine a situation where you speak to someone in, say, Dari, and he responds in Pashtun. Will you continue speaking in Dari? Of course not you would rather opt to switch to Pashtun if you are competent in it so as to avoid communication barriers. Language differences in Afghanistan can lead to communication barriers and so people have learned to accommodate others during a speech event by switching to the language used by other participants (Giles and Coupland 52). During a speech event, we may change our styles from time to time. Some of the reasons which make our band change styles during interpersonal communication include the topic being discussed, the participants in our band, and the motives/intentions of our band and so on. So we accommodate other participants by adjusting the number of times we switch between languages and strive to minimize the number of switches depending on the person we are speaking to. The accommodation is applied in our day-to-day speech events. In fact, some of my Dari friends who are not competent in Pushtan have mastered a few Pushtan words and phrases. Whenever we are conversing, they may mix a few Pashtun phrases with Dari phrases in a sentence. They do this so as to please us. They want us to think that they recognize and appreciate our language. As a matter of fact, some of them do this sarcastically; nothing irritates a Pashtan speaker than to hear a Dari speaker or any other speaker use a Pushtan word or phrase of which he or she does not even have the slightest idea of its meaning. Worse still, some of them may even use the wrong word order. I once lived in Hawaii and learned a few Hawaii words. When I visited the United States, I could hear the Americans switch to the Hawaii language. Some Americans could even mix spiritual phrases and words with English. What irritated me most was the fact that the Americans were not competent in the Hawaii language, yet they could dare mix Hawaii spiritual words and phrases of which they did not even know the meaning. I consider this as a kind of theft and a slap on the face to the Hawaii language. People should respect other peoples’ language especially spiritual words and phrases. In addition, Afghan’s may also code switch because they feel that they cannot express themselves well in a certain language. They feel that they lack certain words or expressions from a given language and that another language may have a ready word or expression for the message they want to convey. Whenever I am speaking with my Pashtun friends, who understand the Dari language, I will not bother much to think for a word in Pashtun when I have a Dari word or phrase for it. Most people will sometimes find it difficult to express themselves in their mother tongue. To some people, expressing oneself in an official language is much easier since it is the language they use most of the time, thus, they always have ready words and phrases. Most people agree that it is easy to express oneself in Dari, the national language simply because they use it more often and they may lack the appropriate words in their original language. Afghans view code switching to be beneficial during interpersonal communication although this will depend on the context or situation in which it occurs. This holds true, especially when a speaker encounters problems expressing himself in a particular language and he/she is competent in another language which his speakers are competent in. Thus, a speaker will break the communication gap by inserting phrases or words from the language his participants understand. Ethnicity also affects communication styles and strategies in Afghanistan in that, people from different ethnic groups have differences in social etiquette, customs and protocol. In Afghanistan, there are some common customs and protocols among the different ethnic groups, which affect interpersonal communication. For instance, men and women should not make eye contact. Men should not prolong their eye contact with other men and when they do, they should do so only occasionally. This custom creates a communication barrier in that communication between men and women is not effective since women are not allowed to speak directly to men. If a woman speaks directly to a man, she is being disgraceful and lowering her dignity. This greatly affects my life since women in our country are deprived of rights of expression, which implies that our mothers and sisters, who are the backbone of our nation, have no direct communicative role to play in the society. This implies that men and women in my country have to employ different styles and strategies in both verbal and non-verbal communication. In order to ensure that they preserve their cultural values, mixing between genders in my country is not freely allowed and free mixing only takes place within families. In places of work, in offices, and businesses or at institutions of learning, both higher and lower, both men and women must respect and maintain each other’s honor. They must also adhere to their culture without putting into consideration the impact it will have on interpersonal relations. Consequently, this has led to poor interpersonal relations in public places, which has led to increased war and conflicts among individuals, groups of people and ethnic societies. These have led to men dominating the country. Since they are the only ones who have a say, they have gone ahead and enacted and enforced laws and regulations which undermine their women folks and children who are regarded as inferior members of the society. Interactions and relations between individuals have also been adversely affected especially in institutions of learning. Foreign students who join universities in Afghanistan are faced with major challenges. To start with, most of these students come from ethnic backgrounds where women and men are regarded as equal. Consequently, they are forced to learn and to read the rules and ensure that they abide by them. This has led to students’ academic performance being affected since they spend a lot of time adapting to cultural changes. Besides eye contact, which is a non-verbal communication style, other types of non-verbal communication are also affected. Signals are also affected by ethnic differences. People send signals to convey messages. Sending of signals has been affected by ethnic differences in that people may send the wrong signals during the process of communication. Since women are not allowed to look at men in the eyes, this may pass the wrong signals to foreign men who have not mastered Afghanistan culture. They may think that the women are shy and may consequently tease them or misunderstand their intentions. In addition, since men and women are not allowed to shake hands, a misunderstanding may arise when an Afghanistan man or woman declines to shake hands with a foreigner who is not aware of the cultural values in Afghanistan. As a result, the communication process among different ethnic groups in Afghanistan has not been effective. Symbols are also another form of non-verbal communication used. Symbols can be used to represent or express information. For the process of communication to be effective, the transmitter needs to employ both verbal and non-verbal forms of communication because they supplement each other. Ethnicity in Afghanistan has affected interpersonal communication in that cultural values have made the use of symbols ineffective by making them fail to communicate the intended information. Whenever I am socializing with the women folks in Afghanistan, I do not get their message right since they do not use symbols appropriately in a bid to uphold their cultural values. Men are supposed to dominate all interactions including interpersonal communications When a Turtumani person is speaking to a Baluchi speaker, one has to use Dari, which is the official language. The two language speakers have different cultural values and backgrounds. The problem may arise if one of the speakers say the Baluchi speaker, is illiterate and does not understand the national language. Thus, the two speakers will need the assistance of an interpreter. If the interpreter is not competent in both languages, a communication breakdown may arise. Most literate Afghans have learned Social and Humanistic languages and have leaned that each ethnic group is unique in and that no ethnic group should be considered superior than the other. Language reflects a peoples’ culture. Verbal communication entails use of well-constructed sentences with a correct word order. According to linguists, each language is unique in its own way and no language is deemed to be more superior to other. Thus, each Afghanistan ethnic language whether used as a national or official language contains complex structures. Each ethnic language has its own unique way of tense formation. Since the literacy level in Afghanistan is very low, communicating with people who are not learned in Afghanistan has posed a great challenge for me and my literate friends. I recall with nostalgia an incidence where my best Friend, Pierre picked up a fight with an illiterate Dari speaker as he tried to convince him that all languages are equal. In conclusion, ethnicity affects interpersonal communication in Afghanistan in that certain ethnic communities look down upon others. Some communities feel that they are greater/superior than others simply because they are considered to be bestowed with more natural resources than the others. Consequently, a communication gap may arise between the two. For instance, Dari ethnic groups and the Pashtans perceive themselves to be superior to other ethnic groups like Turkmen or Aimak ethnic groups. This is because they are a majority groups in the country’s population and their languages are recognized as the national and official languages. Each ethnic group in Afghanistan has a specific vocabulary, which it uses during the process of communication. For instance, the Pashtans have a specific and unique vocabulary, which they use. These cultural vocabularies hinder communication when one is speaking to members of a different ethnic group who do not have competence in the Pashtan language. As a result, Afghans should learn to embrace their diverse cultures by learning to cope with the challenges they encounter due to ethnic differences on their day-to-day activities. Afghanistan has been through many calamities and disasters, or instance, landmines and explosions. Schools have also been shattered, hospitals and roads demolished not to forget violence against women and drug addiction among the youth. These problems can be minimized by effective interpersonal communication among differing ethnic groups or parties.

Development of Nano Technologies Introduction Extensive work has been put into the research of nanotechnology capabilities in the past decade and the findings have opened a new range of multi-functional materials in the industry. However, a major issue faced today is incorporating nano-particles into the final composite structure by using current infrastructure. New developments in the field, such as multifunctional materials with enhanced electrical, thermal and mechanical properties are required by several industrial applications. This review is an attempt at showing the most recent and representative performances of nano-enabling technologies reported in literature. The focus of this review is on the two main manufacturing technologies used in aerospace industry: Autoclave (or Pre-preg pre-impregnated composite fibres), and Resin Transfer Moulding (RTM) technologies. It looks at several approaches used in the nano-enabling of composites for the aforementioned paths and presents the latest reported results from literature. Fi nally, this work shows the difference between available integration nano-technology and future developments that are currently in demand for aerospace applications. Since the early 90s, micro- and nano-phase in polymers have been successful ways to improve material performance in various structural (such as strength, stiffness, energy absorption and thermal stability) and non-structural functionalities (such as thermal conductivity, energy storage and structural health monitoring). There are mainly two routes to creating nano-enabled composites nano-augmentation (random and homogenous distribution of nano-particles in the material) and nano-engineering (pre-organized distribution of nano-particles) [5]. These methods are considered the most promising in regards to multi-functionality increased performance and integrating possibilities. [6]Such materials, also called hierarchical composites may gain new properties from nano-scale incorporation as well as benefiting from the advantages of traditional structural (Fig. 2). Since the early 00s, significant economical efforts have been invested in the research of such innovative materials. The aeros pace industry has been a leader in this development, requiring high performance materials with high durability to extreme environment conditions. Fibre reinforced composites are used in applications such as structural panels, satellite platform and solar array substrates. These applications can improve through nanotechnology with development in permeability for cryogenic tanks and durability to diffusion species, space station oxidation resistance, mechanical toughness against structure damage, high modulus for stable and precision structures, interlaminar shear strength for tubular structures, electrical conductivity for electrical dissipation and lightning strike protection, etc.[8]. In this review, nano-enabling of composites methods are presented from the processing and manufacturing point of view. The works perspective is focused on near term application. Firstly, all the steps of each technique are identified, and then the options available for nano-scale phase integration are evaluated. The evolving trends are presented alongside through reported performance of novel composite material systems. Lastly, the expected near and long-term progress is reviewed. Main Body This review focuses on the two most commonly used technologies Autoclave/ Prepreg and RTM. Prepreg technology is currently most used in aerospace industry for manufacturing high performance components while the latter is used as an alternative for large complex shapes. The differences between the two techniques can be observed in the state of the fibre reinforcement (dry or wet) and the curing methods (autoclave i.e. heating in a container, or out-of-autoclave curing). Most of the space structures are assembled from prepreg systems, which are set up on moulds and cured in an autoclave [3]. With RTM, the fibre that forms in dry state is preassembled to form the preform reinforcement and it is used for complex shapes that can be more readily made than other moulding techniques. With these methods covered, it is thought that the majority of composite production technologies for aerospace industry are addressed. Pre-impregnated composite manufacturing route This method is considered the most entrusted for producing high performance aerospace structures. Prepregs are very flexible, being able to cover various material needs given proper selection of the matrix and the fibre. Currently, due to the well-established prepregs, autoclave and automated laminating manufacturing industries, it is crucial to find methods that allow the incorporation of nanotechnology in prepregs without changing already developed steps in composite manufacturing. The conventional process for Autoclave Cured Prepreg Composite Manufacturing is mapped in Fig. 3. The process starts with the preparation of the available materials which are then manually or automatically laid-up with the required layers cut to the shape and size from the roll, based on the composite component requirements. Vacuum, combined with high temperature and pressure is used to assist a controlled resin flow in the elimination of entrapped air until the final cure of the part. Afterwards, when t he temperature and pressure are brought to ambient levels, the part is demolded and tempering and finishing is applied. In some cases (for example high performance polymers), a post-curing cycle may be required. Resin transfer molding composite manufacturing route RTM can be used to describe various techniques in aerospace industry [10, 11], such as Vacuum Assisted RTM (VARTM) and Resin Film Infusion (RFI). These experiences shape and define the way a child thinks and acts (Onkal, 2005). In addition to their wages, they often receive benefits like subsidized health care, paid vacations, holidays, sick time, or contributions to a retirement plan. Permanent employees are often eligible to switch job positions within their companies. (Peck, 2000) Even when employment is â€Å"at will†, permanent employees of large companies are generally protected from abrupt job termination by severance policies, like advance notice in case of layoffs, or formal discipline procedures. They may be eligible to join a union, and may enjoy both social and financial benefits of their employment (Cranford, 2003) Social Exchange Theories According to De Cuyper et al. (2008), there is no available theoretical framework to check the effects of short term employment. ON the other side, general psychological theories offer a good starting point for the analyses, although these have mostly been developed against the scenery of the permanent employment relationship. These can be divided in two main groups: work stress models, and social comparison or social exchange theories. The social comparison theory (Festinger, 1954) is the idea that there is a drive within individuals to look to outside images in order to evaluate their own opinions and abilities. These images may be a reference to physical reality or in comparison to other people. People look to the images portrayed by others to be obtainable and realistic, and subsequently, make comparisons among themselves, others and the idealized images. In his initial theory, Festinger hypothesized several things. He indicated that humans are compelled to appraise themselves by probing their opinions and abilities in assessment of others. He further said that the inclination to evaluate oneself with some other specific other person decreases as the differentiation between his opinion or ability and the other's own become more deviating. He also hypothesized that there was an upward drive towards achieving greater abilities, but that there are non-social restraints which make it nearly impossible to change them, and that this was largely absent in opinions (Festinger, 1954). The individuals who are similar were better in generating accurate evaluations of abilities and opinions.Work stress models helps us to explain the consequences of short term employment by defining specific characteristics that make short term workers more vulnerable to suffer work related stress (see De Cuyper et al., 2008). There are three related variables. First, contractual employees are peripheral to the organization, meaning that they are not the main important concern of the employers regarding different aspects such as benefits, wages, promotion or further training. This thought is advanced in theories such as the Flexible Firm model (Atkinson, 1984, cited in Valverde et al., 2000) and the Dual Labour Market model. The HKSAR government announced to the public on 24 October 2006 that the former site of Hong Kong International Airport (Kai Tak Airport) would be redeveloped as an international cruise hub. The whole project included two sub projects, â€Å"Site formation† and â€Å"Cruise terminal and ancillary facilities building†. As the reason of project postponed, the total cost increased nearly one billion dollars compared to the original plan due to retendering and ASD government requirements. Within project costing considerations, maintenance cost in cash flow out is estimated to be roughly 221.9 Million per year from 2013. For project revenue, two main factors based on fixed rent from tenant space ($13 million for ten year tenancy) and variable rent from percentages of annual gross receipt. Minimum acceptable rate of return (MARR) was also used and accounted for from Exchange Fund to calculate present worth analysis as well as benefit and cost ratio of proposed development. Aside from economic and cost based justifications for project analysis, three main factors of social impacts are also considered in competitiveness in the cruise market, employment opportunity, as well as promoting sustainability from an environmental prospective. Due to the sensitivity of limited land availability and urban density characteristics in Hong Kong, many rounds of deliberation and planning review by the government was required to finally approve the decision of developing the Cruise Terminal. Ultimately, the new Cruise Terminal facility will serve as a mix use facility to not only serves Hong Kong’s resurgence as an ecotourism destination, but a place for exhibitions and alternate venues as well. 2Cost and Revenue Analysis 2.1Project Costing and Investment Since the fail of tender in 2008, the government decided to proceed with the Design, Build and Lease (DBL) approach. The initial investment includes two sub-projects: â€Å"Site formation† and â€Å"Cruise terminal & ancillary facilities building† were original estimated costing $7.2 billion based on the price in 2008. However, the construction cost in general had surged significantly in 2009 due to sharp increase of numerous materials’ cost like sand and steel reinforcement ect. Finally the cost for â€Å"Site formation† roughly estimated as $2.30 billion with inflation factor 2% applied. This part starts from 2009 and will finish in 2017. One year later, the construction of â€Å"Cruise terminal and ancillary facilities building† started and the inflation factor increase to 2.7%. The cost roughly estimated as $5.85 billion. Thus the total initial investment cost becomes $8.15 billion which is around one billion difference to the original plan due to price infraction. The cash flow out show as below: [pic] The 1st pier will be commenced to public in 2013 Q2 (2nd pier will be after 2017). Thus using 2012~13 FY as reference point and assume MARR to be 4.9 %, whereas the initial investment cost used after 2013 will also be calculated to the present value in 2013 for comparison. Therefore, the total initial investment of Cruise Terminal will be $8.1 billion. [PW(I) = 8.1 billion] (Refer to Appendix Table 1) Beyond the initial investment, the government estimates the annual recurrent expenditure arising from site formation to be $15.5 million and from cruise terminal & ancillary facilities building to be $206.4 million. Thus the total maintenance costs will be $221.9 Million per year after the terminal commences to the public. [pic] 2.2Project Revenue Direct renting revenue to the government In 2011, HKSAR launched an open tender for the tenancy. The Tender Assessment Panel considered that the Worldwide Cruise Terminals Consortium (WCT)’s tender had complied the tender requirements. And the Central Tender Board approved the acceptance of WCT’s tender with renting detail as following: WCT will pay to the government a fixed Rent of approximately $13 million for the 10-year tenancy. The Government will be also received a percentage of the gross receipt of the operator as the variable rent. The percentages of the annual gross receipt to be shared with the Government by WCT are as below: [pic] 3Evaluation of Economic Viability 3.1Minimum Attractive Rate of Return (MARR) To understand the economic viability of carrying out this project, evaluation was conducted by applying the money-time relationships and the concept of Minimum Attractive Rate of Return (MARR). Average investment return of the Exchange Fund which is managed by the Hong Kong Monetary Authority (HKMA) was chosen as the MARR in the analysis. The Exchange Fund’s primary objective is to affect the exchange value of the currency of Hong Kong. The Exchange Fund may also be used to maintain the stability and integrity of Hong Kong’s monetary and financial systems, and can be invested in any securities or other assets to achieve investment return. According to the HKMA, the average return of the Fund was 3.5% over the last three years, 3.2% over the last five years, 4.9% over the last 10 years and 5.6% since 1994. In our analysis, the 10-year average investment return, which is 4.9%, was selected to be the MARR. The annual return of the Fund from 1994 to 2011 is shown in Appendix Table 2 shows the 2011 investment return and the average investment returns of the Fund over a number of different time horizons. The Kai Tak Cruise Terminal Project According to the HKSAR government, the total capital investment required for the project is HKD 8156 million and the estimated annual recurrent expenditure is HKD 221.9 million. The annual income will come from a fixed rent for the 10-year operation as well as a variable rent with the percentage of the operator’s gross receipts. The maximum percentage will be 34% when the gross receipts are greater than HKD 90 million. 3.2Evaluation of the Project by Present Worth method (PW) In our analysis, we first applied the Present Worth (PW) method, which is commonly used for evaluating private financed projects. Our aim is to find out the operator’s annual gross receipt required so that the project can be considered to be economically justified if public benefits are not included in the calculation. By using the PW method, all cash flows and outflows are discounted to the present point in time at the determined MARR (4.9%). The PW is required to be greater or equal to zero if a project is to be considered as economically justified. In our calculation, the evaluation period is 10 years and assuming that the annual recurrent expenditure is a fixed contract amount. To estimate the operating revenue of the Kai Tak Cruise Terminal, reference to the operating revenue of Port Everglades in United State was made. Port Everglades is one of the three busiest cruise ports in the world. In 2010, its operating revenue from cruise sector was about USD 45.7 million (HKD 356.5 million). From the result of the calculation, the present value (2013-2014) is –HKD 8846 million (PW < 0) (refer to Table 3), which also means that the project is not economically justified when the public benefits are not included. The information used for the calculation and the cash flow are shown in Appendix Table 3. In addition, our analysis showed that the operator’s first annual gross receipts need to be HKD 3193 million (nearly nine-fold more than Port Everglades’) and then have 4% annual increase for PW to be greater than zero. Achieving this level of income is extremely difficult if not impossible. The project leads the development of the Cruise Economy which adds additional value to tourism, retail & dinning, travel trade and hotel etc. Based on the estimation from Tourism commission for latest cruise passengers’ expenditure data and multiplier effect, the cruise industry will bring following economic benefits to Hong Kong under different scenarios: The â€Å"low growth scenario† assumes growth brought by regional cruise operators developing cruise services with Hong Kong as homeport. The â€Å"high growth scenario† assumes growth brought by international cruise operators developing cruise services with Hong Kong as a homeport and port-of-call. We have calculated the B/C ratio for different scenarios as below with following assumptions 1) Interest rate is 4.9%; 2) The government only gets $13 million rent; 3) The Cruise Terminal continuous to operation till following year Therefore, even under low growth scenario, both conventional and modified B/C ratio greater than 1 after the Cruise Terminal continuous to operation over ten years, this project is worth to proceed. 4Social Impacts 4.1Higher competitiveness in cruise markets Compared to Shanghai and Singapore where the cruise terminals have been further developed, Hong Kong’s cruise market would be highly constrained if maintained at the original level. Because Hong Kong will require an additional berth between 2009 and 2015, and one to two berths beyond 2015 to sustain its development as a regional cruise hub in Asia Pacific region. 4.2Increase of employment chances Cruise vessels homeport at Hong Kong will create job opportunities in related industries including hotel, catering, shipping management, shipping supplies and insurance. It may support some 6900 to 10900 employment opportunities in 2020. 4.3Environmental impacts The terminal had obtained Platinum rating in BEAM Plus Project Assessment in 2012, which means a high level achievement in three Green aspects (energy saving, quality of indoor environment, and environmental impacts to neighbors) 5Conclusion From studies of worldwide passenger demand levels, it is estimated that there is a steady increase from 13.9 million to roughly 23.8 – 31.5 million by 2020. Although, this is a world estimate and Hong Kong is only small spectrum of the world, there is seemingly enough evidence from cruise terminal consultancy for Asia region to instill a predictable growth for Hong Kong. Overall, the project does not show promise economically with recurrent expenditures with operational revenues. It should be noted that the facility does not imply with an overall picture depicted in the B/C ratio. Therefore, to promote Hong Kong’s international image and standstill in the international sector, the Kai Tak Cruise Terminal is a viable option for Hong Kong’s bright future.
